Zoho Forms gives you 500 submissions and only three forms to collect them

51 puts Zoho Forms in our Limited band, lower than a 500-submission allowance on its own would suggest. What pulls it down is everything surrounding that allowance: three forms, one user, and a free tier we can only partly describe from Zoho's own documentation.

That last point changes how the score should be read. Our data records the free plan as core fields plus up to 10 payments, and we could not confirm whether the two features Zoho Forms is genuinely known for come with it: approval workflows, which route a submission to a manager before it counts, and offline data collection through the iOS and Android apps. Where we cannot confirm, we do not credit, so feature depth sits at 52 rather than higher. If those features do turn out to be free, this score is conservative, and that is the direction we would rather err in. The submission allowance is the friendly number here. Everything around it is tight.

• 3 forms (as of July 2026). This is the limit that binds first for most people, and the tightest form cap in our form builder data. Basic at $10 a month is the first plan with unlimited forms.
• 1 user. No collaborators on the free plan.
• 500 submissions a month, which is genuinely usable, and 200 MB of storage, which is twenty times what forms.app allows free.
• Up to 10 payments in total, not 10 a month. If money moves through your forms, the free plan is a demonstration of the payment field rather than a way to use it.
• We have not recorded what happens at submission 501. Zoho does not publish free-plan overage behavior anywhere we could verify first-party, so treat the ceiling as unknown rather than soft.
• Prices appear in your local currency. The dollar figures we hold are the US list, so what Zoho quotes you may differ, which makes the cost of the step up harder to compare than it should be.

The two capabilities that would most justify choosing Zoho Forms over a better-designed rival, workflows and offline mobile collection, are not confirmed as free in our data. Read them as reasons to look at Basic, not as reasons to start free.

Zoho prices on volume and seats, and its first paid rung happens to be aimed squarely at the free plan's actual problem. Basic gives one user unlimited forms and 10,000 submissions a month, so it lifts the three-form ceiling and multiplies the allowance twentyfold in the same move. For a single user that is close to the cheapest genuinely useful form builder plan in this category.

Above Basic the ladder is about people rather than features. Standard is 10 users, Professional 25, Premium 100, with submission allowances and storage scaling alongside. As far as our data records, none of those steps unlock a capability you were missing on Basic, so the decision facing most readers of this page has two options rather than five: free, or $10.

Two caveats on the figures. They are per month billed annually, with monthly rates roughly 20% higher, and Zoho sells add-ons for extra submissions, storage and users if you land between rungs. And as above, Zoho displays prices in local currency, so treat the dollar amounts as a reference point rather than a quote.

This is a real free plan rather than a sampler, which is a slightly warmer answer than a score of 51 would normally get from us. The reason is the allowance: 500 submissions a month across three forms is enough to run something real for years, where most free plans scoring in this band are metered far tighter than that.

A one-person operation with a contact form, a registration form and a feedback form fits the shape exactly, and it fits best if you are already inside Zoho and want submissions landing in Zoho CRM without a connector in the middle. That is the case where this free plan beats the more famous ones outright.

Everyone else runs out of forms rather than submissions. A second person, a fourth form or a real payment flow each mean $10 a month, which is cheap but is not free, and the 10-payment lifetime allowance makes that a short experiment rather than a soft landing.
