$10 removes the form cap, and that is the whole decision
Zoho prices on volume and seats, and its first paid rung happens to be aimed squarely at the free plan's actual problem. Basic gives one user unlimited forms and 10,000 submissions a month, so it lifts the three-form ceiling and multiplies the allowance twentyfold in the same move. For a single user that is close to the cheapest genuinely useful form builder plan in this category.
Above Basic the ladder is about people rather than features. Standard is 10 users, Professional 25, Premium 100, with submission allowances and storage scaling alongside. As far as our data records, none of those steps unlock a capability you were missing on Basic, so the decision facing most readers of this page has two options rather than five: free, or $10.
Two caveats on the figures. They are per month billed annually, with monthly rates roughly 20% higher, and Zoho sells add-ons for extra submissions, storage and users if you land between rungs. And as above, Zoho displays prices in local currency, so treat the dollar amounts as a reference point rather than a quote.

Is Zoho Forms really free? Yes for three forms, if you work alone
A real free plan with a ceiling you will meet. Fine until you grow into it.
This is a real free plan rather than a sampler, which is a slightly warmer answer than a score of 51 would normally get from us. The reason is the allowance: 500 submissions a month across three forms is enough to run something real for years, where most free plans scoring in this band are metered far tighter than that.
A one-person operation with a contact form, a registration form and a feedback form fits the shape exactly, and it fits best if you are already inside Zoho and want submissions landing in Zoho CRM without a connector in the middle. That is the case where this free plan beats the more famous ones outright.
Everyone else runs out of forms rather than submissions. A second person, a fourth form or a real payment flow each mean $10 a month, which is cheap but is not free, and the 10-payment lifetime allowance makes that a short experiment rather than a soft landing.
