That is Fillout's free plan as of July 2026, and its shape is the opposite of most of this category: the thing everyone else rations (seats) is unlimited, and the thing Tally and Youform leave alone (responses) is the counter.
Payments, e-signatures, scheduling, PDF generation and the two-way Airtable, Notion and Google Sheets sync are all included at zero. So the question is a timing one. This page covers when 1,000 runs out and what the next rung costs.

Those three score high by not counting; Fillout counts, then gives away most of the product other builders charge for.
Where it loses ground is the counter itself. Generosity sits at 72 rather than in the high 80s, because 1,000 a month is a number a modestly popular form reaches, and because the first paid step only doubles it. Feature depth at 82 is the pillar to read if you live in Airtable, Notion or Google Sheets, since the two-way record sync is the reason most people choose Fillout over something cheaper. Sentiment stays at 60 on thin evidence: a 2022 product with a much smaller review base than the incumbents in this category, and nothing at all on file about the free tier by itself.

The cap is monthly and account-wide. Almost everything else on the free plan is relaxed by the standards of this category.

Why the $15 rung is the awkward one
Fillout prices one thing, responses, and prices it steeply per unit at the bottom of the ladder. Starter doubles the free allowance to 2,000. Pro takes it to 5,000 and brings the white-labeling and custom domains with it. Business removes the counter altogether.
The awkwardness is at that first rung. If you outgrow 1,000 responses a month you are usually growing, and 2,000 buys a month or two before the same conversation repeats at $40. It is more useful to read the ladder downward from Pro, which is where the branding, the domain and real headroom sit together, and which is where most people who pay Fillout end up. Anyone reaching for partial submission recovery has a longer walk, because that feature does not appear until Business.
The quoted prices are annual and monthly billing costs about 20% more, which the pricing page states rather than buries. Set against the category, $15 for 2,000 responses is mid-table: Zoho Forms charges $10 for 10,000 submissions a month on its entry plan, and Tally does not meter submissions at all.

Is Fillout really free? Yes for a whole team, until the counter fills
A real free plan with a ceiling you will meet. Fine until you grow into it.
Fillout is the only builder in this category where an entire team can work without anyone paying, and that is the fact to weigh first. Unlimited seats and unlimited forms, paired with free payments, scheduling and e-signatures, means a small operations team can run real intake and approval flows at zero.
The reason this is "within limits" rather than a straight yes is arithmetic. An internal intake form, a job application form or a client onboarding flow will sit under 33 responses a day for years. A public form on a page with traffic will not, and the month it happens you are choosing between $15 for a little headroom and $40 for the plan you actually wanted. Since we cannot tell you what happens at response 1,001, that choice tends to arrive as a surprise rather than a plan.
